AdminHistoryAdministrative History
By a deed, dated 14 Apr 1849, Catherine Arnold conveyed £800 to be invested in Stock (it was invested in 2 3/4%; consols converted in 1888 to 3%; consols) to trustees (?School Managers). The annual dividend of £24 was to be distributed thus: £20 as a salary to the master or mistress, £2 for coal and £2 for books "as the said trustees shall from time to time see fit."
The operation of the Endowment was affected by the 1902 Education Act s.13 (because the School became a `Provided School' and the Endowment had to be dealt with under a Scheme) when the Rev. G.P. Alford applied to the Board of Education re the possibility of paying the income to the County Council (after 1903 it was an L.E.A. Council School) for application in relief of the poor rates which was rejected. Further application was therefore made for the establishment of a Scheme to provide for the application of the income "for the educational benefit of the children of, the parish who attend or have attended a Public Elementary School."
The Scheme provided for the Constitution of a Board of Trustees (the vicar and churchwardens ex officio and appointees of the patron and L.E.A. on the nomination of the Parish Council) and the income was to be distributed thus: 1/3 to the vicar and churchwardens and applied by them in "the cost of religious instruction ... (by means of a Sunday School or otherwise ...) for children attending any Public Elementary School in the Parish ..." and 2/3 to be applied by the Trustees in "the maintenance of Exhibitions". The majority of the correspondence relates to the creation of this Foundation.
