Having the honour of laying his letter of the 10th before the Commander in Chief, who is perfectly aware of the zealous manner in which his son Lt. Waller of the Royal Fusliers has performed all his regimental duties as well as his conspicuous gallantry: Lord Hardinge agreeing that the period of service he has gone through is equivalent to a longer course of home duty: enclosing a copy of a general order made that day relaxing the regulations requiring service of 2 years to qualify as a subaltern officer to succeed to the command of a company serving in the Crimea: the lieutenant having to be senior of his rank in the regiment to be eligible, if two years not served, otherwise not allowed to purchase over his seniors: Lord Hardinge to be glad when he may have the opportunity, in conformity with the regulations, to recommend Lt. Waller for promotion.
